A groundbreaking ceremony was scheduled Monday for the project at the Lake Region Lutheran Home's Heartland Care Center. The project is being financed through US Department of Agriculture's Rural Development's Community Facilities Program, with half of the funding coming from a direct loan; the other half from a guaranteed loan through Ramsey National Bank and Trust of Devils Lake and the Bank of North Dakota.
